Does an Evo that has “been sitting for a while due of being out of the country, it starts and it will run, but i think it will need to be re-tune” become worth taking the risk? Salvage title, clear exterior abuse, guy is asking $7500 obo.

Rally car project or don’t bother. If you want a cheap way to make a rally car that’s competitive for under 10k, then this is a bargain. You’ll be replacing/upgrading most of the stuff that could’ve gone wrong anyways. Sell off the interior and other parts that are good and get yourself a remappable ECU, better cooling system, new bushings all around, new tires and brakes......ANd yeah then put in some proper seats, harnesses, and a cage and you could be BRAPBRAPBRAPing for about 10k.
For a car you want to drive on the street? Run. Run far away. Doesn’t matter the direction.

What price? $500. At that price, you’re buying a scrap-heap you can part out to recoup your investment. Much more than that...eff no.
